The American Rescue Plan Act (ARPA) was established in response to the COVID-19 pandemic. Through this act, Congress allocated $350 billion in grants for state and local governments for Coronavirus Disease 2019 (COVID-19)-related purposes, which can include water or sewer infrastructure investments. The act also provided $500 million to assist low-income households with their water and wastewater services bills.
